That's because Tsuna is so naive. Even if he had been to battles with crazy and strong opponents (e.g. Xanxus, Byakuran), he only defeated them at the last minute...when all else fails. Tsuna gets his will to fight in protecting his friends. However, in his battle with his father, I expected that kind of resolution. One thing is, he's his father. How can you expect to fight someone like that? That's the bad side of Tsuna's naivety.
It was shown in this chapter how Tsuna felt after his battle with Iemitsu. He goes like, "What is going on... What is this feeling?" So, I expect Tsuna to have a major character development in this arc.
