Clare only had Teresa's head, holding it up to Rubel, and I see no reason why "flesh and blood" from Teresa's head wasn't used to implant into her. Until otherwise stated it's reasonable to assume Teresa's head (brain?) was used to turn Clare into a Claymore.
----------------------------------------------
However, what about the rest of Teresa's (headless) body and her hands (which were/are severed from her body) ???
it's my theory that Rubel has Teresa's (headless) body and her hands, as he was there, secretly spying on them, as he's the only one to know about Priscilla's Awakening. He also "cleaned" up the scene, too, as he wanted his Priscilla and his secret involvement with her, to remain a secret. He got rid of (or took) Sophia and Noel 's bodies (for himself), took Teresa's (headless) body and hands for himself, ordered Rafaela to hunt down Irene as she was a witness to his secret intrigue, and hunted down that "damned little human girl who stole his head of Teresa", and might have been going to kill Clare, but when Clare held up Teresa's head demanding to be made a Claymore, it was perfect luck for Rubel, as he could use Clare to test Teresa's flesh inside, and which would also make Clare his slave as well.
Which, if true, Rubel could have used any part of Teresa to implant into Clare and not neccessarily using the head that Clare gave to him.
but, as I said, it's still reasonable to assume Teresa's head was used to turn Clare into a Claymore.
Why Dae most likely does not have Teresa's body (and hands):
If Dae had Teresa's (headless) body (and her hands), he could have revived at least 21 rank 1 Claymores, hehe. Also, thus he he wouldn't be so excited by merely Priscilla's arm, if he did have Teresa's (headless) body (and her hands).
So, based on this, Dae does not have Teresa's (headless) body (and nor her hands).
