It felt forced and it lacked any impact. Everything before that had a lot to do with that.
When you have supposedly scary villain barking like a dog and another "unbeatable" and powerful guy who faced Four Gods Ishval get defeated because he can't look at breasts, it is kind of hard to take seriously stuff like here. Especially not after the convenient nonsense with Natsu's tumor, Laxus poisoning, Urtear's random reappearance, etc.
That scene with the army etc would have worked in tartaros arc where the villains were set up to be unrestrained and actually dangerous. Where you felt there are stakes. Hell, even in Phantom Lord arc it worked because of the build up and threat.
Here? All we have seen of Spriggans so far is them fooling around and doing outright silly shit. There's no tension to even justfy this being a war, let alone that scene having impact.

It's especially weird considering he's doing the same thing he said was a weakness of Fairy Tail.
Its also completely and utterly unfit for how Spriggans were portrayed till now. Ajeel and Brandish showed no restraint or care for casualties. That mecha guy was okay with blowing up an entire town.
Now suddenly they take hostages. It makes absolutely no sense and it is done solely so those characters survive.
If Mashima had killed them all off this chapter, I would have fucking applauded him tho. Now that would have made shit go real...
