I very much so believe that okaya has the other okaya (police chief or whatever) under his thumb, and going by the earlier chapters when the girl got killed in the insect pit, she almost texted okaya and we have a seen where the police chief refers to okaya as "nozomu-san" and from how it's written and the message in context, it's safe to assume that she is not his actual mother (likely a stepmother) or his actual mother but in a family where it's a patriarchy.

In the case of a stepmother I think he just buttered her up and borderline brainwashed her when he found out she was a police officer
