My guess is that the spell "earthquake" was a powerful spell and that by trying to activate it caused her clothing to essentially "ripped." I guess it's something similar to other animes where the character overflowing powerup causes weaker resistance objects to break down or tear due to being overloaded.

For the cape, it could be made from a skin/leather of a monster that has increased resistance compared to clothing. Or it could be that the artist is trying to have some decency and not make a girl completely naked in the night like a pervert.
