Cook that penalty/pace merchant
The entire Boruto storyline was planned 6 years ago. We know from the time jump in Chapter 1 that Kodachi had planned the story until the end of Boruto. Since chapter 52 the scenario does not change. All new characters are Kodachi creations and the plot follows what Kodachi created. If you had read Kishimoto's works you would know that this is not his style of writing. Kishimoto is not known to be a good scenarist. The two works 100% scripted by kishimoto are Mario and Samurai 8 and these two manga were canceled very quickly.
Most of Naruto's good ideas don't come from him but from his first editor. For example the concept of ninja is from his editor not from kishi, the Chunin Exam is his editor's idea, Sasuke and the whole Uchiha story is his first editor's will.
