Tbh in the early chapters to until Sumire was introduced, I rly thought Yusuke deserves every punishment that was thrown at him.  Until "you dont want him reformed, you want him to stay as a devil"...she was right.  It's easier to judge someone from their crime and believe that some crimes are just irredeemable.  But as a civilized society, we should want people to be reformed because the fact is people are able to feel guilt and change their ways.  Ofc some criminals refuse to change, and those are people who should be kept out of society due to posing a threat.  Yusuke did change, but his environment did not accept his reformation or wanting to take responsibility.  This is how repeat offenders are made, when society rejects your existence no matter how hard you try to make amends so you ask yourself why even try?
Unfortunately, we have no means to read people's hearts so we have no way of knowing if someone is truly reformed.  So understandably all that left is fear.
