I'm re-reading this from ch. 69 simply because i did not know this was continuing after a crazy ending, I don't mind though, this is definitely worth a second deeper read.

It's not that the man is oblivious or dumb it's just that he has no hopes at all that anything will lead to a serious development. Finally, bringing up Akagami's lack of confidence and self-esteem is such a nice development for the story.
