Collecting bounties is a like pseudo-military or like 'federal police' action- essentially you need to tally the bounty and insure it against the person who brought it in. If you are american, a part of US history you don't hear about is that there were small groups of bandits that would commit "slave fraud" during the pre-civil war era while emancipation wasn't universal. They'd pose as a group of people "returning" a bountied freeman to their master, only to bust them back out once the bounty was paid, or to stick them up at the pass-off point on state borders or whatever. The guy who the movie 12 Years a Slave is actually based on a dude who did that for his living (as well as apparently other various crime. His family hated him and shit all over his book lmao) but he got caught and ended up being a slave for real. Frauding slavers is based but I think those guys were just thugs that found an easy cash flow.
