    They are the govt's strongest force (which means they clear dungeons specifically to clear dungeons, not mostly for profit like the guilds do), and they were worried about the short amount of time given to clear a hard dungeon a lot of times before it broke. If it did break, its basically curtains down for their entire country.

    They did it to save their ppl, not for greed.
