    Because it would be busted if he had it from the get-go? Also, I'm pretty sure he was a ranker (too lazy to re-read) and by that time, he would've had over 100 on all of his stats. Just because it's an innate skill doesn't mean it won't have requirements specially since it has an unknown rank
