Hondo Akira was wrongfully shot by the U.S. military but somehow survived. He then became a teacher at an all-girls high school. What is the true purpose behind his assignment to this school? The answer lies with Tsukishima Hibiki, an ordinary high school girl in the art club… As Hondo, an unconventional and egoistic gentleman, becomes more involved with those around him, the story picks up pace.

Not every writer has the whole story planned out from the beginning. The confidence in your statement makes you the delusional one here.
It offers an engaging plot, likable characters (both on the protagonist's as well as the antagonist's side), good tragedy elements and a good amount of actually funny humor. The pacing can feel a bit weird by today's standards but that only because manga back then was drawn to actually tell a story rather than run forever until it gets axed. My only regret is that I got reminded of how much I actually looked forward to a continuation before the mangaka got sick and put the series on indefinite hiatus. I miss this series a lot.
