from my perspective if I had the power to chuck a rock at a bird and damage it I would not really need a gun and for regular humans the only thing that restricts bow usage is strength and when my throwing arm is a 20 gauge shot gun the idea of guns is more limiting since you have to pay for ammo with capped force to it, since with a bow you can change arrows, make on the fly changes, and plays to the effect of those who need strong and accurate power which is harder in close ranges than guns. They also could have just invented guns at the time and the rest of mankind's development outside of weapons was stunted by giant murder monsters and that assistance that they can get from nonhuman creatures that we can lord over using numbers, magic, and cunning so guns in semi medieval kind of makes sense. also this is pretty good and would read it.
