After the devastation of the Third World War, referred to as The Third Division, Japan was split into two parts. Several years post-war, a crime syndicate named Vischio seized control of Toshima, the ruined city that was once Tokyo, Japan's capital. In this setting, they organize a battle game known as "Igura." The protagonist, Akira, a young man, is wrongfully accused of a crime. Upon his arrest, a mysterious woman offers him freedom on the condition that he participates in Igura and defeats its strongest player: the king, or "Il-re". The narrative follows Akira's journey in the harsh, lawless environment of Toshima as he fights for survival and seeks to uncover the mysteries surrounding him.
