The series unfolds in a world terrorized by Shocker, a secretive global terrorist organization composed of leftover Nazi members. In pursuit of world domination, Shocker kidnaps individuals, transforms them into mutant cyborgs, and brainwashes them to serve as agents. One victim, Takeshi Hongo, managed to escape right before the final brainwashing procedure. Retaining his sanity and moral compass, Hongo fights against Shocker's forces as Kamen Rider, a grasshopper-themed altered human superhero.
