For centuries, the land of medieval Japan have been plagued by conflict, and the people are no strangers to suffering.     Unless you glow from your facial orifices (eyes are orifices), hoods don't work that way. But they are a magical dwarf (don't know gender) who makes mechas, so them making or buying a magic disguise hood isn't to far out there. Also it could be a trait of dwarfs. Hell, it could be a mask, doesn't matter, looks pretty cool.
