One day, Fumiki encounters a peculiar dog at the factory. This dog has the unusual ability to understand human speech and can extend blades from its forehead. The number "23" is engraved on its ear. Despite many mysteries surrounding this creature, Fumiki and the dog start to communicate and gradually build trust. "23" came to the town guided by a higher power that commanded, "Observe mankind." Meanwhile, a large organization works in secret to capture "23." Their leader, Kiryu, desires "23" to gain control over "Tokoyonokuni," the land across the ocean of the dead, where ancestors and human spirits reside. It is a paradise of eternal life and decadence.
