They explained it tho. Time stops for everyone and thing EXCEPT him. If it stopped for him there would be no point to him using the power. If you wanna complain about the holes in the logic then complain how despite time being stopped for everything but him he can still move stuff around and fondle boobs. If time is stopped for everything but him everything should be rigidly stuck in place and bodies would be rock hard.
