Everything considered... it was the obvious and the best option.

Practically all the gods are assholes (with a possible exception?), but Lucius is a chosen of the goddess of light, if you consider that having access to a power that resonates with your comrade's power and even political position is the best option.

And we already see the result here, Zephyr comes all "chosen savior" like, with a chosen serving as his hype man, totting a SWORD OF PURE DIVINE LIGHT, destroying demon worshippers and saving lives... with all the confusion caused by the twists here, people, including the officials present (if they are still alive) will cling to that easily.
