The author is very clearly an autogynephilic, middle aged troon who wants to be put in a position in which he is morally superior to all other men merely for existing, and be valued for being attractive and desirable.
When Hiratori self inserts himself as Haru, he gets to pretend to be a perfect, flawless being who can judge other men in ways he never could as a man himself, while never having to live by any moral or social standards whatsoever since that's how he thinks being a girl is like.
However, deep down he knows he's like Chiba, and so he denies this by pretending to view the world from the perspective of the teenage girl he wants to sleep with as a way of psychologically distancing himself from the kind of person he really is. The more he shits on Chiba, the more desperately he's trying to convince you he's not like him.
