Tsunami is the daughter of Tazuna and the mother of Inari. Her husband passed away shortly after Inari's birth. When Kaiza entered their lives as a father figure for Inari, she welcomed him into her home. His death, like everyone else in the town, shattered her spirit. In the following years, she tried to shield Inari from the painful memories of losing his friend and mentor.
During the Land of Waves Arc, Tsunami shows her strong will. When taken hostage by Gatō's men to threaten Inari, she threatens to take her own life so that Inari won't have to worry about her. Before she is forced to follow through with her threat, Naruto Uzumaki rescues her and Inari.
