Tsukuyo is a blonde-haired woman with a scar over her forehead and left cheek. She is one of the renowned Hundred Blooms of Yoshiwara, an all-female law enforcement squad under the Night King Hosen. Initially appearing cold-hearted when she threw a fake kunai at Odd Jobs upon their arrival in Yoshiwara, she later befriends them.
Tsukuyo's past is marked by hardship; she was orphaned as a child and taken in by the ruthless assassin Jiraia. Though Jiraia intended to pass on his despair and tragedy to Tsukuyo, whom he considered his masterpiece, she instead found value in friendship, home, and things worth protecting—things Jiraia had failed to instill in her. Her loyalty remains with Hinowa, who raised her like a sister and mother in Yoshiwara's underground city.
Hints from Jiraia (Chapter 255/Episode 178) and Hinowa and Seita (Chapter 294) suggest that Tsukuyo has romantic feelings for Gintoki. This is further supported by her reactions to Hinowa's and Seita's New Year's cards, where she scribbled out comments about feeling lonely after hearing Gintoki got married. Additionally, she couldn't bring herself to give him chocolates on Valentine's Day (Episode 204). Tsukuyo herself confirmed in Episode 177 that she has some feelings towards Gintoki, saying, "When I am with you, my resolve weakens. Don't shake up my feelings any further."
