A kind-hearted orphaned high school student who, at the beginning of the story, starts living in a tent. She is discovered by Shigure and Yuki, who offer her a place to stay in exchange for housekeeping. She loves cooking and considers herself an excellent housekeeper. Additionally, she works part-time as a janitor after school to pay her tuition fees, aiming not to burden her grandfather. Tooru is portrayed as polite, optimistic, extremely kind, and selfless; several other characters, including Kyou, Rin, and Hanajima, advise her to take care of her own needs and not carry everyone else's burdens.
Tooru habitually speaks formally, though not always correctly, a trait she adopted from her father, Katsuya, after he passed away when she was three, as a way to replace him in her mother’s eyes. Her mother, Kyouko, raised her alone until she died in a car accident shortly after Tooru entered high school, a few months before the start of the story. Tooru frequently refers to Kyouko as the most important person in her life and cherishes her photograph; when she falls in love with Kyou, she feels guilty of being "unfaithful" to her mother's memory.
In the first half of the series, as Tooru learns about the zodiac curse and its impact on those she cares about, she becomes distressed. Upon discovering that the dangerous Akito is the "god" of the zodiac, she resolves to break the curse.
Later in the series, Tooru admits that her primary goal is to free Kyou above all else. Despite setbacks, she stubbornly persists in her mission and eventually succeeds in freeing Kyou and her friends.
