Shii is a Kumogakure shinobi who escorts the Raikage along with Darui. C is a young man characterized by his short blond hair and dark eyes. His attire includes a sleeveless black shirt, a white flak jacket worn over one shoulder, a forehead protector, black elbow-length arm guards, and red and white Kumogakure shin-guards. Unlike his laid-back partner, C is depicted as serious and prioritizes the well-being of Kumogakure above all else. This trait is evident when he told Darui there was no time for rest after returning from the Kage Summit. He also appears to have a slight disdain for Konoha ninja, referring to Naruto's group as "Konoha Dogs." C is a sensor-type shinobi, capable of detecting others' chakra even from great distances. Additionally, he is a medic-nin with extensive knowledge of various shinobi techniques, as shown when he recognized Sasuke's Mangekyō Sharingan and Amaterasu. C was able to deduce how Sasuke's Blaze Release worked after observing it just once. He is also proficient in genjutsu, demonstrated by his use of the Lightning Illusion Flash of Lightning Pillar technique, followed by a second layer of genjutsu within the first.
