Rai is one of the technologically augmented humans controlled by Shiva Mikaido. He possesses a robotic right arm and, thanks to the drug distributed by Garyukai, he is significantly faster and more perilous than ordinary drugged civilians. Unlike them, Rai retains his rationality even while under the influence of the drug.

Though he initially turns against Shiva to side with Sakaki, Rai is persuaded to rejoin Shiva after learning that Sakaki lacks the knowledge required to procure the plant essential for producing the drug.
