OVER is the unforgiving third member of the "Four Heavenly Kings," an elite quartet within Tsuru Tsurulina IV's Hair Hunting corps, alongside Gunkan, Purupu, and Halekulani. Unlike many other Hair Hunters seen earlier in the series, OVER approaches his task of extracting hair from Maruhage Empire subjects with deadly seriousness, viewing everyone in his sight as potential prey. His strictness extends to his own team, as evidenced by his ruthless scalping of Gunkan and Kitty Poo following their failures against Bo-bobo and the Hajike rebels. While OVER can launch attacks without warning, he primarily oversees hair hunting operations from an ancient Japanese castle. There, he commands a platoon of ninja-like warriors, including the Five Hidden Killers (dubbed The Ultimate Five Assassins), renowned for their stealth and prowess. OVER is distinguished by his long white hair and eyebrows, pointy ears, and prominent chin. He dresses in a short black jacket that exposes his chest and wears white pants.
