Katsura is Gintoki's former comrade from the Joi war. Despite the Amanto takeover of Japan, Katsura continues to resist and has gathered a group of followers. His weapon of choice is a metallic grenade. He is considered a terrorist by the Bakufu and is constantly pursued by the Shinsengumi. Initially, his methods were more violent, such as bombing an Amanto embassy, but he has since realized the importance of people in Edo and seeks to change the country without causing unnecessary sacrifices.
Katsura is highly respected by his followers and is known as the "Daybreak of the Joui Faction." When rumors spread that Katsura had died during the Benizakura arc, even other terrorist groups tried to avenge him.
As a wanted man, Katsura often wears disguises, although his identity is usually quickly discovered. One of his favorite disguises is that of a pirate, complete with an eyepatch over his left eye and a scar on his right cheek, calling himself 'Space Captain Katsura.'
Katsura has a quirky sense of humor and sometimes references outdated things, like trying to buy a Famicon when everyone else was lining up for the OwEe. He also enjoys making up dramatic stories that move others to tears, except Gintoki.
To fund his activities, Katsura occasionally takes on odd jobs, such as in Episode 88. In episode 39 (chapter 55 of the manga), he claims to have been moved by Ikumatsu and conducted an interview at her ramen restaurant.
In the Japanese version, Gintoki often calls him "Zura," to which Katsura indignantly replies, "Not 'Zura'! It's Katsura!" This joke plays on the word "Katsura" meaning wig in Japanese. In the English version, Gintoki initially calls him "Casserole" or "Cough syrup," eventually settling on "Zura." The English version uses wordplay similar to the Japanese pun.
Katsura has an uncanny ability to know when someone refers to him by any name other than Katsura, even if it's just in their head. An example of this is seen in Episode 25 during a hotpot dinner hosted by Gintoki.
His name is inspired by the historical figure Katsura Kogoro.
