Hakka is the new President of the Ferrymen River Department in WFO. His personality bears some resemblance to that of Bekko's and Chika's father. At times, he can be serious, cool, and mysterious, but more often than not, he comes across as flamboyant. He displays an almost unsettling admiration and friendliness towards Bekko, whom he affectionately calls "Bekko-chan." His admiration even extends to feelings of jealousy over Bekko's "nicer ass." Inspired by Bekko's work at the Z-Loan office, Hakka establishes his own loan company named A-Loan (Alive-Loan), hiring Zen, Toko, and Shuji. In reality, he is also the President of the ARRC (Akashic Record Reform Committee), and his true motive for creating A-Loan is to dismantle Z-Loan. He seems to have extensive knowledge about the backgrounds and histories of others, such as Shiba and Michiru. In Volume 10 of the manga, he reveals to Michiru that she is a Singularity, not a human.
