Dorothy Catalonia is often seen as the opposite of Relena Peacecraft. While Relena promotes complete pacifism, Dorothy believes that human conflict is essential for achieving goals and is an inevitable part of life. She attended school in the Sanc Kingdom, where Relena was teaching pacifism. However, Dorothy was secretly a spy for the Romefeller Foundation due to her grandfather being Duke Dermail. Despite Relena's aide-de-camp's doubts, Relena remained confident that Dorothy would eventually embrace her ideals.
Dorothy is noted for her oratory skills, effectively conveying her ideas and thoughts. As a spy, she honed her observational abilities. Later, she traveled to space to join White Fang leader Zechs Merquise, who was using his real name, Milliardo Peacecraft. Initially, Milliardo considered destroying her shuttle but relented after she passionately recounted his history. She became his second-in-command, witnessing him use Libra's main cannon against Earth. With the ZERO System controlling the Virgo II mobile dolls, Dorothy's tactical skills improved significantly, allowing her to fend off the Gundam pilots.
In reality, Dorothy hides behind a facade of strength, masking her insecurities, loneliness, and trauma from war. During the battle between White Fang and OZ, Dorothy faced Quatre in a fencing duel. Although she claimed to love warfare, she actually despised it for taking her father's life. She managed to wound Quatre before Trowa intervened. After leaving Libra as it fell to Earth and was destroyed by Wing Zero, Dorothy and Lucrezia Noin paid respects to Milliardo's grave, though Noin believed he had survived.
In Episode Zero, Dorothy makes a cameo appearance during the Preventer 5 storyline. The manga reveals that her father, General Catalonia, was the original leader of OZ before Treize Khushrenada and was killed around A.C. 193. In Endless Waltz, when Relena urged people to stand up against the Mariemaia Army, Dorothy appeared on a large TV screen, taunting them. Her words spurred the crowd to action, leading them to Brussels, the capital of the Earth Sphere Unified Nation, where they supported the Preventers and Gundams in their fight against the Mariemaia Army, ultimately securing peace.
In Frozen Teardrop, set in M.C. 0022, Dorothy T. Catalonia serves as the President of the Earth Sphere Unified Nation. She assigns Preventer agent Kathy Po with the necessary orders and data for Operation Mythos. When Kathy reviews Treize Khushrenada's personal history, she observes a young Dorothy with her father, OZ leader General Chilias Catalonia. Even at five years old, Dorothy exhibited charm and intelligence, showing an early admiration for Treize.
