A tall android, Ciel stands in contrast to Flandre, who can only say "Fuga." Unlike her, Ciel is capable of normal conversation and understands Flandre's unique language. He recalls working in a deuterium mine for the kingdom about three years before the series began. During an escape, he was captivated by the sea and yearned for a life of freedom. While wandering in town, he encountered Flandre and assisted with maintaining Hime's mansion. Over time, as Flandre repaired him, they developed a close relationship.

However, it was revealed that Ciel was created by Zeppeli just ten days before his appearance in the series, with twenty-seven years of fabricated memories implanted into him. Initially tasked with capturing Hime, he was defeated by Sherwood and Francesca. Upon discovering the truth about his artificial past and learning that Flandre could not be repaired, Ciel decided to sacrifice himself to save her. In a final act of vengeance, he returned to Zeppeli and self-destructed.
