Girl #19 Chisato Matsui is a third-year student at Shiroiwa Junior High School in Kagawa Prefecture. Described as part of the "neutrals," a group of girls without distinct characteristics, Chisato is noted for being "always quiet and withdrawn." She has a petite build and long hair. Chisato had feelings for Shinji Mimura, and in the manga, she and Yuka were portrayed as being "boy crazy."

Chisato joined Yukie Utsumi and other girls at the lighthouse. Along with Haruka Tanizawa, she helped cook a meal, which led to suspicion when Yuka Nakagawa was poisoned. As paranoia and panic set in among the girls, Satomi Noda grabbed an uzi. When Chisato moved to get Yuka's gun, Satomi shot her three times in the back. In the film, Chisato accuses Yukie of poisoning the meal so she could run off with Shuuya Nanahara alone before grabbing a gun.

In the manga, fearing that Satomi might convince others that she killed Yuka, Chisato grabs her gun and points it at Satomi to stop her. Panicking, Satomi shoots Chisato in the stomach, and she falls dead to the floor.
