What the hell is the Kurotsubaki doing in there? Shouldn't it be in a vault in the USA?

The way I see it, Kurotsubaki is just a cameo for the sake of "hey, that's from the anime!", but it would be interesting if it actually played a bigger part in the… plot. Still a weird word to use when talking about this manga.
