Yes, he did say he thought so, but a thought ain't no rule to me.
1) Ichigo's Bankai wasn't even legitimate, as it was forged by his Quincy soul.
2) Ichigo's outfit was part of his Bankai, thus that forgery is still bigger than his Shikai.

If you go by that way of thought, Zaraki even has a bigger Bankai than his Shikai, plz try to look at it without personal ego feelings, idc if you are right or wrong, just wanted to help you as you didn't get it. So Ichigo is a bad example to you? fine fine, then let's take Gin for starters. Nothing in his Bankai appearance changes. Same goes for Byakuya, Toshiro and some others. Their size stay the same, yet it is still way more powerful. If you still insist on the 'outfit' theory you got there, just ignore Byakuya and Toshiro, that still leaves Gin. Gin's Bankai is EXACTLY the same as his Shikai, except that it is way more powerful (faster, better force, better cutting power...). Still not convinced? Then let's see the most awesome of them all: Genryusai Yamamoto. His Shikai is defo larger than his rusty looking Bankai. This, or Kubo screwed up the drawing on the most epic Bankai reveal (don't think he screwed up on such an important part tbh).

These are gonna be answered both at the same time. Yes, it was a technique, which I'm sure of he had to learn to control to even be able to MAKE it a technique. For all we know, he might as well have had that as a side effect just like Kenpachi now. That's where my quote related to the post. How I see it atm, Kenpachi's red skin indicates he is in a berserkers mode, which he has no control over. Perhaps when he masters his Bankai, he will be able to control it and doing so, also stopping the red color on him from appearing, unless he decides to go full berserk mode.
You can look at it however you want to though, this is just how I look at it.
