He went to a dojo to retrain himself in the basics of swordsmanship, so his increased competency isn't a result of that, as he was also dishing out sizable attacks of Hyorinmaru as well in this chapter. It's just his innate potential that he always had which is surfacing. I don't know why people are so surprised though. Iceboy has always been pitted against top-tier characters in Bleach (Gin, Aizen, Harribel, Bazz B) which was why he always seemed underwhelming since he was outclassed. But against two high lieutenant to low captain level Shinigami like Ikkaku and Yumichika, it shouldn't be too shocking that he'd absolutely stomp them. The kid ain't weak, he's just had the wrong opponents and mindset until now.
On another note though, Toshiro should be thankful for his lack of consciousness because Mayuri is about to go full on mad scientist on him. And we all know he'll probably win because troll hax. He's gonna do it while talking trash about Hitsugaya and Giselle and bringing in the major disrespect.
