Its not based on soul society.
Royal Guards are Soul King's "personal troops" so to say and they, as mentioned in SS arc reside in royal dimension. They were not referred as "shinigami division" or something like that.
Not based in SS? kyoraku referred to it as the zero division, implying it's a special squad that is connected to the Gotei but works independently. The dimension the royal palace is in was said to be a pocket dimension within SS itself. Also the secret location of the kings key is a traditionally passed down between captain commanders of the gotei 13. And a captain of the gotei was "promoted" the the royal guard. You can't be "promoted" to a total different organization.

Now on Soul King, we know that it is a being connected to EVERYTHING and pretty much the literal god of the whole bleachverse. Why would he limit his own troops to Shinigami, especially considering shinigami have been there only for last million year or so and SS as we see it now (re)formed only latter. Namely, Soul King is older than soul society.
When did they ever say that the magic hunter predates soul reapers? If that were the case the balance in the cycle of life would've been thrown off along time ago. The angelic imagery like i said before was to show that they're the antithesis to shinigami. Whats the opposite a black reaper in a cloak? A white angle in a cape and wings. Until kubo says otherwise Quincy powers are just a human technique that spiritually aware people developed long ago to defend themselves against hollows.
Also the spirit king was said to be the lynch pin of just the soul society, not the entire bleachverse. Yamamoto and Rangiku said it was the figure head of the soul society. Although destroying it would subsequently destroy everything else in a domino effect. It may not even be a living thing so it wouldn't be able to choose guards for itself in that case.
