Negi was beating the crap out of him even before he used Raiten taisou, he was clearly handing his ass to him. Using 1001 arrow as a large scale magical attack, using the leftover to do a fullpowered oukahouken (Note than in the festival arc a 10 arrow charged sent Takamichi flying), he clearly outdone what Fate showed so far. Fate in the otherhand couldn't even pass his passive armation and had to relly on his petrification ability to fight and even when he did he failed.
His lighting armation is actually weaker than his normal form as, like it was said, it has a very unfortunate weakness, it buff his speed and power but leave him all open for oncomming attack.
Now that he is in Raiten Taisou the result will be the same as without his armation: Fate will get his ass handed to him, the only difference is that he'll get it harder.
But as Fate showed in the last pannel, he still has a mean to fight and I wouldn't be surprised if he had been toying around for a while, afterall we haven't seen him use a high level spell like the one that destroyed the gateport here.
When he said that he want Negi to give it his all, it may emply that Negi as another level stronger than Raiten Taisou ready for this fight, a new level created with his newfound power.
