Pretty much my thoughts, I hadn't even been able to comment much for the last twenty or so chapters because the Chao portion of the Festival Arc really bored me. I liked some chapters before the tournament & about half of the tournament itself but I found it impossible to get invested in the Chao story. Partially because that portion of the arc focused on a bunch on my least favorite characters (Negi himself & Chisame are the best examples) where the few characters I like got shafted to minor roles (Mana, Takamichi & Kotarou especially). I also thought it was pretty painful how they kept bringing up Negi's dilemma about whether it was right or wrong to stop Chao, mostly because a lot of the times it felt like padding. Every-time it's brought up it's interchangeable with any other times, until the final talk with Yue, these thoughts served as reminders, not informers. As in, they didn't contribute anything new to the conflict, which made a lot of the chapters feel redundant.

The upcoming Magic World arc however, is where I hear the series gets really good. & it should, considering it's enormous length.I think the reason it was repeated was to drive home the point that you can't always know whether or not you are on the good (or at least lesser evil) side of a conflict. But even so if you don't give it your all you can't accomplish anything good or bad. That's why I think, form a philosophical standpoint anyways, the battle against Chao is more interesting then the battle against
Fate as in that case it is obvious who is the lighter shade of grey.

Also as TV tropes says "some anvils need to be dropped"

To be honest, I'd feel pretty insulted if Ken thought it was necessary to repeat Negi's dilemma that frequently for us to get the point (again, I'm referring to pre-Yue final talk where she adds the resolution, that part is fine [though it took to long to get there that, when combined with how redundant Negi's dilemma was, made it lacked impact for me]). I honestly figured the reason for how often we spent on it was to showcase how the conflict was afflicting Negi mentally. A lot of the series main conflict are framed as how the influence Negi. Which is fine but most of the stuff pre-Yue final talk was unnecessary. As I said about, all those thoughts he expressed served to remind of the conflict, rather than to inform.

The battle with Chao is more morally ambiguous than the one *redacted* but I personally found the fight with *redacted* to be the more interesting conflict. For reasons I won't get into here because they're spoilers.

^ While it had its fair share of boring moments/chapters, I thought it finishes off well, and these last few chapters have been really fun. I love Chao, such great antagonist for the festival arc. Negi's growth in this arc is also really great.
