Short chapter, but with a big huge plot twist.
Apparently, the Noahs are from an alternate dimension (similar to our modern world) and were transported to the DGM world by a pillar of light (implied to be the Innocence) and are using the Earl to return to their homeworld (or some thing like that) by pretending to be his family (or maybe that only applies to Road).
So, Allen's nightmare when he appeared impaled with the sword of Crown Clown to a modern building (during the beginning of Alma Karma's arc) was foreshadowing all along. I'm speechless.
A connection between Cross and Road is hinted, but nothing more is said about them.
I think now the climax of this flashback is going to be Mana awakening as the Earl and killing Cosimov and everyone in the circus, ending with him and Red!Allen travelling together.

She’s trying so hard to end this. It never got to be the story it was supposed to be and now she’s rushing, but I appreciate she’s seeing it through to the end. Surprised that there was this much foreshadowing, but I’m glad to see it. It’s because she’s sped up the tempo of the story that it seems to be taking all these hairpin twists and turns, but she really planned them after all. Still love this story for that.

I do not agree with alternative dimension theory at all. But I believe this is post-apocalypsis world, which was stayted in the very begining. At chapter 6 we found out that 7000 years ago this war already happened, Earl lose it, but world was destroyed. So everything is going as Hoshino planned from the very begining. Now we have proof that helps to understand this: at chapter 186(Company and Company), we learned that all humans in the world have Noah genes, case Noah give birth to humanity(compare this to Earl statementat the begining of "Noah arc" arc that humanity borned in the same place, where Akuma borned), so it's definaty not another world.
What this means? At the very least we could assume that Innocence destroyed previous world.
