I like how C16's power is kept a secret as the cyborgs don't have detectable energy.

Cell's entry into the fight is something I've always enjoyed, love the trope of the enemy of my enemy is my friend, with the temporary alliance of Piccolo and 17, Piccolo's final stand, and finally the content of this chapter, 16 showing his strength. His shoulder tap, then smile, then punch is incredible bad-ass, and this is just a fun showcase for him. From being immune to Cell's absorption, to the rocket punch. Lot of cool moments for 16 here.

16 has a little adventage....

seems to me that 16 is disadvantage in speed, but have advantage in tactic and surprise attack. but if they even there's not gonna be too much to this fight, the one to power up at the right time will win.
