seems to me this whole chapter is to deduce the androids side, and except for troubles and takes challenge they doesn't seems that "bad" or "good". more like toriyama tried to make "gray" and "average" characters rather than villains. like #17 and #18 are a gang in school that loves doing trouble and kicking the lower class ass, but will never take to much far step to really kill someone. that's how i feel from this chapter at least.
