Ah, I see, that makes sense. In Chapter 5 Killy hears the first time about the authorities/governing agency. So do you think he didn't know about it in chapter 1? If yes, then I would be curious on what basis he entrusts the woman with the pure structure.
Blame! has two major "factions", the Governing agency and the Silicon life. In chapter 5, we hear about the Safeguards, an independent program originally designed to protect the Netsphere.
Killy is from a time before the City/Netsphere went haywire. He is so old that over time, he basically 'resets' all but the vital information for his mission. This is evidenced in chapter 14, when he "remembers" his more "advanced" body functions after being shot with 'safeguard compound'. This also explain the more human behavior he had at the start of the manga.
