Apparently, Red Cloak was a real Japanese urban legend. Taken from Furinkan.com:



"Red Cloak or "Aka Manto" (赤マント) is an actual Japanese urban legend. Red Cloak is a ghost or yokai who wears a red cloak and mask that hides his face. The spirit appears in school bathrooms, and asks a person in a bathroom stall to choose between red toilet paper or blue toilet paper. Both options will lead to the persons death, with red paper causing them to be stabbed to death, and covered in their own blood, while blue toilet paper has Red Cloak strangling the victim to death. The only way to survive is to not make a choice or simply run away. The urban legend originates as far back as the 1930s."



Damn. Lum's got the moves! Red Cloak should've considered this a win...



It's interesting that the anime version of this chapter (episode 37) was from the POV of Onsen-Mark.
