I was asking myself the same thing. But maybe this was really just an accident at the end of the story?

Similar to Sir Nighteye in BNHA: he began worrying whether his quirk was causing the future instead of predicting it.

I agree. I think the tsunami was a natural disaster, but the guy felt an immeasurable amount of guilt from not "predicting" it.

The tsunami was just a natural disaster. It seems he had some survivors guilt, which is why he blamed himself for both his daughter's and wife's deaths, even though he was only technically "responsible" for his wife's death due to the blue plague dream.



Pretty tragic chapter...
