From what we can see on chapter 1, it seems like the implants have something to do with the people turning in safeguards (which is bad ofc)

No it doesn't lol

1. the order doesn't give implants to children

2. the order doesn't see safeguards as bad

3. the first chapter didn't show a connection between implants and safeguards
