Kato was about to give up but Kei's words fortified his determination to live and he pretty much did it! It's pretty ominous that he didn't get transported right away at the end of the chapter though.
It's even more peculiar that the time limit still hasn't been hit yet. I remember them saying that they had 30 minutes left right before they split into two teams and everyone started to get killed.
