Mainly because she depends on her keys. Even then she is not nearly as useless as say Sakura from Naruto.

Sakura has enormous strength and is an expert in medical ninjutsu. She will someday surpass the 5th Hokage and has done a lot of useful things throughout the manga.  



Lucy is just a way for Natsu to use the power of friendship. w/o her keys she is completely useless. The zodiacs aren't even that strong and she keeps losing her keys. (God, I don't even know how many times she has lost her keys now.) She can't even control her celestial spirits cuz they can come out independent of her will.



I don't even like Sakura that much but please, don't come up with stupid comments like these.

Sorry i was confused because of the panel that show his cat. I just saw it again and realized he was just thinking of him being there and shouting like that. It seems i was reading too fast the first time.



I fully expect Minerva to be a real beast. I believe she's quite stronger than all the others in her guild.  

Ok , I am a little confused with how you percieve the power-scaling of this manga. Makarov < Gildarts? Since when? Also Jura said he is below Makarov 7 years ago. I think it's obvious that since he is still particularly young compared to Makarov and therefore can still grow stronger that he changed from back then and now can at least stand a little closer to Makarov. Also, it was Dragon Force Natsu who beat Jellal. Don't you think that it's a little too subjective to assume that since once Natsu> Jelal happened to assume that also Gildarts>Jellal. And what does Ultear losing to Grey has to do with it? Ultear was never one of the 10SW, being part of the magic council doesn't mean that she is also 10SW or anywhere near in particular.

Well yeah, when I said complain I'm aiming that at the bitter people always threatening to drop the series or hurl words of abuse toward the author, not the people who have something constructive to say. Constructive criticism is always good, but some people just whine and make no sense.

^Nice thinking, though I can't be sure. I too started thinking about past characters but the age doesn't make sense. In that one-panel flashback they seemed to have pretty much the same age which is false cuz Yukino seems to be arround the same age as Lucy whle Angel is now 7 years ahead of Lucy
