    Ever since he had eaten the Chilly-Chilly fruit, he realized that he could 'feel' the air, or more accurately, the water molecules in the environment. If he wanted to, he could start freezing the spot that he's standing on and then have it expand outwards at an extremely fast rate, or he can shoot out ice from his palms that could freeze whatever it touches and expand as well.
