well guys it was fun while it lasted, i will say this manga got a lot of laughs out of me halfway through. Solid 8.8 out of 10

If The Expandables would get a series, then this manwha would be it.
It's non-stop action, even the negotiations are full of it. The MC is the most competent on the planet and as many other have said, he's the CHAD of CHADS.
But the story is soooo stupid! The MC lacks any sense of common sense. And every time the teacher tries to talk some sense into him, he just gets ordered to stand down. Every female character is a tool or an accessory. And why do reincarnation stories always underestimate the power of hormones? Even if he is technically 10 years older, why isn't he tempted by any of his conquests?
MC has a healing factor??? And he is so charismatic that even the bad guys want him.

To get to Decibatre you need to take the Decibatre's test.
There is a Decibatre Transporter Card which designates that you are a transporter of supplies for Decibatre.
The first Decibatreans we meet are in Photoren Chapter 27.2.
The first Decibatreans Kaede meets are when he joins the "Boat Killer Subjugation Competition" in Chapter  28.1. He meets them formally in Chapter 28.2-29.1 when he joins them (the Mirei Group).
