Ah, yes. Yes, it does need all of that bombastic art to make a point. I guess.
The background artwork where the antagonists and protagonist is squaring off against each other is too extravagant, too good and dynamic for this kind of story. If it was a sword and sorcery action/adventure this would have shot up in the rankings at the speed of light.

This is the tax version of Ace Attorney, it's a pitty because it had a good concept (sort of, the view the evaded tax part is lame) but it's too cartoony and childish, if it had taken "This is the Law" as inspiration instead it could have been much better.
There is a famous phrase: "You can always judge a man by the quality of his enemies" by Oscar Wilde, I would venture "You can always judge a manga by the quality of its enemies", the same can probably be said of most stories imo, the depth of the villain/antagonist/rival has a lot to say on how good it is. The author of this one clearly doesn't seem to agree with me thou.
In short, on a story about TAX you can't take the characters or story seriously... if you find that appealing give it a try.
