The main message throughout the latter part of the story was to help in however you can. "Anyone can be a hero" which should not be confused with Pro Hero, the job. For example, the support course's hero work is to support the pro heroes (mentioned by Hatsume). The business course hero work is to connect pro heroes to society. The normal citizen's hero work is to help each other. This is the reason why the kids no longer dominantly chose pro hero as a career in the last chapter (compared to Izuku's middle school class in chapter 1). This is also what Izuku learned throughout his journey. That's why he became a teacher after graduating UA.
The ending aligns with the message but I can understand if you did not totally agree to it as Hori kinda lacked in the execution.
